City Employees Associates provides labor relations services to public sector labor unions across California. We represent employees covered under the Meyers-Milias-Brown Act and other state bargaining laws. All of CEA’s clients are public employees who belong to local, independent Associations and Unions.

We have extensive experience with public agencies, representing employees and their organizations since 1988. CEA provides staff to independent organizations at affordable rates and does not ask clients to sign long term contracts. CEA representatives works as the Association’s staff, recommending action and taking direction from the employees Association’s Board of Directors. We provide prompt, professional attention, on site to meet the needs of your organization and membership.

We believe in cooperative labor relations and strive to build and maintain a positive working relationship with management, whenever possible. We serve independent public employee organizations, not affiliated with any local, state, or national union. Our client organizations are governed by their own local bylaws, which provide for an elected Board of Directors to run the day-to-day operations of their group.  Our service is tailored to meet your unique needs and goals, and is driven by in the input for you, the members!

We represent you individually and collectively on any labor relations matters.  We do this by negotiating the best possible labor contract! And we enforce that contract through the grievance procedure, and at the California Public Employment Relations Board. Having an Association means the employer cannot change the terms and conditions of employment without bargaining.
